Governing by models : stress testing in banking after the 2007-2009 crisis

Pauline Bégasse will give a presentation at the Visiting Scholar Forum of Columbia Law School on governance by models.

Since the financial crisis of 2007-2009, stress tests are constantly used by banking supervisors to test the resilience of the banking system or a credit institution to a shock and to give confidence in the robustness of the banking sector. Given their technical nature, the mechanisms of stress tests are largely unknown to the public. Yet, an analysis of their operation captures how this tool directs the behavior of banking institutions. The presentation aims at shedding light on the normative character of stress testing techniques while questioning the implications of the use of these instruments for banking supervision and regulation.
